Welcome to the Baltimore Animal Rescue and Care Shelter, Inc. (BARCS), a non-profit organization created in July 2005 to take over the operations of the city shelter and to work directly with Baltimore City Animal Control. We take in homeless, neglected, and unwanted animals in Baltimore City. BARCS' mission is to accept and care for all animals in need and promote responsible pet ownership for a more humane community in Baltimore City.

PetSmart Charities is providing $1 million to national animal welfare organization Best Friends Animal Society, which will lead a public-private partnership called the Baltimore Community Cats Project. Best Friends is working with BARCS and other local Best Friends network partners to implement a comprehensive Trap-Neuter-Return (TNR) program to reduce the breeding of free-roaming cats, which will in turn help decrease the number of cats entering the city’s shelter system.
